UTStarcom Debuts IP Video Surveillance Technology With China Netcom Deployment In Benxi's 'Safe-City' Project

solution based upon the company's RollingStream(TM) IPTV technology -- has
been selected by China Netcom (NYSE: CN) to serve as the primary design and
deployment platform for the Safe-City project in Benxi, Liaoning Province,
China.

UTStarcom completes first, large-scale deployment of system designed to ensure safety of citizens in China's Liaoning Province

The Safe-City video surveillance project in Benxi -- which is also the
first large-scale application of UTStarcom's RollingStream IP video
surveillance solution -- will be one of the most advanced systems in the
Liaoning Province in terms of technology and function. It will allow the
Benxi Public Security Bureau to more scientifically plan the deployment of
police through dynamic arrangement, comprehensive control, and precise strike
capabilities and enable a more effective maintenance of the order and
stability of the city -- thus greatly improving the safety index of urban
residents.

construction of the entire surveillance system in this project, worked very
closely with China Netcom's Benxi subsidiary to identify surveillance points
and system functionality that will best support the district's security,
strike, prevention, control, management and service needs.

UTStarcom will establish 700 surveillance points -- or cameras --
throughout Benxi in the first phase of the project and all security
surveillance facilities in the urban district of Benxi will adopt the
advanced, IP-based surveillance system for monitoring and safety deployment
purposes.
