Mr. Li Hua has served as Chief Executive Officer of UTStarcom since June 2021 and as a Director of UTStarcom Holdings since January 2022. He holds a bachelor’s degree in Mechanical Engineering from Nanjing Tech University and was accredited as a Professor-level Senior Engineer in early 2026. He possesses solid technical expertise and broad professional vision.
He has held key positions including General Manager of Hangzhou Yiyi Taidi Information Technology Co., Ltd., Deputy General Manager of Jiangsu Tongding Broadband Co., Ltd., and Director of the Beijing Office of Jiangsu Tongding Optic-Electronics Co., Ltd. He has extensive hands-on experience in team management and market development, with outstanding capabilities in corporate operations & management and industrial operations. Boasting both a technical background and comprehensive management competencies, he has accumulated profound industry insights.
Dr. Lingrong Lu has served as Chief Technology Officer of UTStarcom since September 2022, with over 20 years of working experience in the telecommunications industry. She joined UTStarcom in 2002 and held multiple management roles during her tenure, having led R&D and product management for the ONS/NGN/IPTV product lines.
Dr. Lu was appointed Vice President of R&D in June 2018, overseeing the R&D, Product Management and IT functions. In her earlier career (1999-2002), she worked with Nokia (formerly Lucent Technologies) at its CDMA GTS division in Singapore and Shenzhen R&D Center.
Dr. Lu holds a Bachelor of Engineering degree in Electrical Engineering from Zhejiang University, where she graduated in 1993, and a Doctor of Engineering degree from Zhejiang University, which she earned in 2014.
Ms. Yinghua Chen has served as Chief Human Resources Officer of UTStarcom since September 2022. Prior to that, she served as the Company’s Vice President overseeing Human Resources and Administration starting January 2015.Ms. Chen brings 30 years of management experience in human resources and administration, with proven expertise in MNC HR systems, multi-cultural integration, organizational transformation and employee incentives. Since joining UTStarcom in 2005, she has held multiple senior human resources and administration management positions.
Prior to joining UTStarcom, Ms. Chen served as Director of Human Resources and Administration at Zhongli Communication Technology Group. She also held various management roles at Jiale Software Company and Swiss Automation Systems Engineering Company, covering human resources, corporate administration, IT, marketing and finance functions.
Ms. Chen holds a Bachelor of Engineering degree in Mechanical Engineering from Shanghai University in 1993. She also holds professional credentials as a Human Resources Professional (HRP), Psychological Counselor and Engineer.
Mr. Danjun Xie (Dan Xie) has served as Vice President in charge of operations for UTStarcom’s India and Japan subsidiaries since August 2026. Prior to this role, Dan served as Chief Financial Officer of UTStarcom beginning September 2022, and Vice President, Global Finance, effective December 2020.
Dan joined UTStarcom in April 2012 and has held various positions covering treasury, tax, technical accounting, internal audit and compliance. Prior to joining UTStarcom, Dan worked as an Auditor at Levi, Yetnikoff, Chartered Accountants in Canada. Earlier in his career, he served as Information Technology Manager at Guosen Securities and Ping An Securities.
Mr. Xie is a Canadian Chartered Accountant. He obtained a Graduate Certificate in Public Accounting from McGill University, Canada in 2008; a Master of Engineering degree from Huazhong University of Science and Technology in 1996; and a Bachelor of Engineering degree from Xi’an Jiaotong University in 1993.
Mr. Ying Kang joined UTStarcom in August 2026 and has overall management responsibility for UTStarcom’s Finance Department. He brings nearly 20 years of work experience in internal audit and has worked for multiple U.S.-listed companies. Prior to joining UTStarcom, he served as Senior SOX Project Manager for Penguin Solutions. He has extensive expertise in internal audit and compliance. Earlier in his career, Mr. Kang led internal-audit functions at several companies and worked as an Auditor at Ernst & Young.
Mr. Kang holds a Master’s degree in Environmental Engineering from Shanghai Jiao Tong University in 2006. He also holds credentials as a Certified Public Accountant (CPA) and Certified Internal Auditor (CIA).
